The FOUNDER, ENGR. RUCIL “TOTO” CONTREVIDA is a civil engineer by profession, served as a general manager to a company engaged in the mechanical and civil works of gasoline stations, and decided to pursue his dream of having his own company after twelve years of service. The rest is history. Although the business is family-operated, we all work on a strict professional basis. When we deal with business issues, each member of the management team brings a unique perspective and knowledge to the operation.

The person behind NEW BLUE FRAMEWORK CONSTRUCTION, INC. is MR. RUCIL D. CONTREVIDA "TOTO" as called by friends. Toto, a Civil Engineer by profession, started his career as a project Engineer of Presam Construction and General Services in 1984, a Pilipinas Shell Petroleum Corporation contractor. That company was engaged in the construction of a Gasoline Service Stations and maintenance work for mechanical equipment like air compressors, lifters, and dispensing pumps. It specializes in the installation of Petroleum Underground and Overhead Tanks.
In 1995 after twelve (12) years of experience in that field of Construction, Toto decided to leave Presam Construction and pursue his dream to become an independent contractor. He put up his own company in the same year 1995 the BLUE FRAMEWORK CONSTRUCTION (BFC) and started as a single proprietor. BFC was accredited by Pilipinas Shell Petroleum in September 1995. BFC also specialized in Mechanical Works like the maintenance and reconditioning of air compressors, lifters, dispensing pumps, grease dispensers, and tire inflators. It also undertakes the installation of a Petroleum underground tank, overhead tank, and vertical tank including piping works.
After 4 successful and fruitful years in business Toto intended to expand its services and he decided to change the status of BFC from single proprietorship to Incorporation to have wider resources for bigger products.
Then, NEW BLUE FRAMEWORK CONSTRUCTION, INC. was formed on December 1999. Its acronym is “NBFCI”. MR. RUCIL CONTREVIDA has been elected as President and Chairman of the board. NBFCI was again accredited by Pilipinas Shell Petroleum Corporation and took the role of BFC as a specialized maintenance contractor for mechanical and civil works. It was in May of the year 2000 that NBFCI came into contract with Pilipinas Shell Petroleum Corp. to handle their 38 shell service station outlets for the breakdown and preventive maintenance of dispensing pumps, air compressors, tire inflators, and lifters covering provinces of Quezon, Camarines Norte, Camarines Sur, Albay, Sorsogon, and Masbate., Year 2003 when we became the no. 1 contractor for Pilipinas Shell.
Furthermore, NBFCI expanded its business to other Petroleum Companies like PTT, Total Petroleum Philippines, Caltex Philippines, and Petron as subcontractors for Mechanical works from friendly contractors. On February 2001, NBFCI was accredited by El Paso, Subic Bay Distribution Inc. (SBDI) now Petroleum Authority of Thailand (PTT) as one of their Contractor.
In February 2004, NBFCI was accepted as the Civil works Contractor of JETTI SUPPLY DISTRIBUTION INC. NBFCI constructed the civil works for their 4.5 hectares JETTI PETROLEUM Bulk Terminal in Phividec compound, Tagoloan Misamis Oriental. Further, NBFCI constructed numerous units of Jetti Service Station in Cagayan De Oro, Davao City, Iligan City, and nearby towns as well as here in Metro Manila.
In November 2004, NBFCI added SIGNAGES to the construction business. NBFCI also handles the fabrication and installation of Signages for Canopy fascia, Spreader, flag signs, and I.D. Signs, Monolith, Price Display Board, and other Related Signages made of Alubond and Avery Flex., In the same year, NBFCI was accredited by Phil. Pizza Inc., Manila Electric Company (MERALCO), Manila Water Co., Inc., and Petron Corp with a debut project at Cagayan De Oro. For the record, NBFCI was able to renovate 15 Pizza Hut Outlets, construct 30 units of Jetti Gasoline Stations, 22 Shell Service Stations, 2 units of MERALCO filling stations, Petron Station, and some other renovated stations for PTT, UNIOIL, and Core OIL, Isla Gas Corp and Bayad Center.
